The concept Leonel and Mayor Fernandez are promoting, with money and technical assistance from the Japan International Cooperation Agency (JICA), is to create a well trained, more professional urban sanitation service, including students choosing waste management as a career (wonder if this will include a true sanitary engineering degree?). It doesn't solve anything in and of itself, but I think it might be a useful start in changing, over time, how things are done in Santo Domingo, and hopefully lafterward, in Santiago, PP, SPM, etc. as well.
