Traspaso motorcycle

The law ([FONT=Arial, Helvetica, sans-serif]Art. 309, Codigo Tributario) says I need to pay 2% of the value of my motorcycle when doing the traspaso. What is the value of my motorcycle?
The value on the Acta de Venta or the value they have somewhere in their books or is the value dependable on who(extranjero!) wants to do the traspaso?
Kawasaki KMX125 from 1999.

Sent some emails to Rentas Internas and other government "things"
"We can not give you this information; you have to come by yourself with the motorcycle."
Ofcourse then they can "screw me" there at the spot.....

Anybody any idea?

It is getting kind of interesting now; there is no stopping now!
