Quick B/C question

I wanted to find out something.......My husband lives in Sto Dgo and need to legalize his B/C and our marrige license. When he went to the Junta Central Electoral they said the legalize those documents at the Feria. Is it true??

I wouldn't want to find to find out the hard way.....Even though I got a long ways to go ........just want to be prepared!!

To get his documents legalized, he needs to go to the building that is one block below the Loteria Nacional on Ave. Independencia. (just to the east of the bottom of Winston Churchill).

The last time I went there, I arrived at about 6 am, they opened at 8 am, and I had the stamped documents by 8:45 am.
