Visa or Tourist card

I am from Iceland and have been many times to the DR. One of Rocky's friends. I have never needed Visa but they changed the rules and I need a Visa. But it is no Domican Embassy in Iceland. I called the Consulat in NYC but they dont answer. Is it possible to get to DR and get a Tourist Card. It seems a lot of trouble to have to spend a week in NYC just to get a Visa. Does somebody know this things.

If you are a US resident, usually you DON't need a visa for DR IF you have your green card on you.

Now, if you ONLY have Iceland passport, and NO USA residency, these are the rules, airline will obide by:

National ICELAND (IS) /Embarkation U.S.A. (US)
Destination DOMINICAN REPUBLIC (DO)

DOMINICAN REPUBLIC (DO)

Visitor must hold:
- return or onward ticket (one-way ticket allowed if born in
Dominican Rep. or if being foreign minor, but travelling
with parents who are nationals of Dominican Rep.); and
- all documents required for next destination.

Persons born in the Dominican Rep. are considered nationals of
the Dominican Rep., regardless if having another nationality.
Passenger must hold documents required for nationals of the
Dominican Rep.
Exempt are: female passengers who have obtained another
nationality by marriage.

Non-compliance with entry regulations will result in
deportation on same aircraft and carriers will be fined USD
1,000.- for transporting passengers with improper documents
