Nothing new. This has been going on for almost 50 years...except in Trujillo's time the athlete ran the danger of getting his whole family killed.
When I was Athletic Director of PUCMM we lost a player or two in Puerto Rico. Not too many. Just considered part of the game.
The idea of the PARNE program, designed for assisting high quality athletes, is to keep them here. They get a bit of $$, education, and food and housing.

Now, how can this be dealt with, considering that the deserters are also active members of the DR military and police force.

What do you mean?
This is a social problem where an individual see no other way to get out of their socio/economical dark hole. These are desperate choices made in desperate times. Get them the chance for good education, jobs and better living conditions and they would never leave.
These guys are not happy to leave their family,friends and home behind. It is sad!!!

These guys are not happy to leave their family,friends and home behind. It is sad!!!

Of course it's a social problem, just like rape, murder, robbery, and crime in general, committed by desperate people in desparate times, trying to get out of their socio/economical dark hole. Of course they're not happy, and hate to serve time, leaving their family, friends and home behind. Of course, giving them a good education, jobs, and better living conditions would have kept them away from crime. It is sad!!! Now, back to the issue of military deserters, I understand they're dealt harshly in every country.
