From reading this board a little I have already learned a non-permanent resident cannot get a "porte" license for handguns, but what about for simple ownership in the home or the "tenencia" license? Does one have to be a permanent DR resident?

I would be tempted to say "yes", you would need to be at least a permanent resident in order to own firearms in DR.
You need a cedula for any sort of licence. Whether you actually reside here permanently is a another matter.
