Sure, it?s just plain common sense. Even though he hasn?t achieved the required 50% +1 he is so close that any pretention of having a run-off election is silly (we must remember that the real reason why Fujimori was forced into a run-off recently is because he was trailing badly behind Toledo and all of a sudden he jumped something like 10 points between two bulletins, that is hardly the case here). We can avoid a run-off if the party that came in second place concedes victory and decides not to participate in the second round. I believe this WILL be the case because it?s illogical to suppose that the PLD (or PRSC) can gain more than 25 points from here to the 30th of June while the PRD won?t gain a measly 0.1%. In any case, if the second place party decides to run you can bet they will be trounced in the voting booths. The citizenry won?t forgive them for making us go through 7 more weeks of campaigning because the PRD was 5,000 out of almost 2,000,000 votes shy of the constitutional mandate.
