This would be very, very strange indeed. The yola's from the DR take a right hand-side turn to Peurto Rico, which is on the right hand side of Hispanola. To get from Hispanola they must through the Canal de Mona.
Cuba is on the left side of the island and the yola's must first pass through Hatian waters. The distance between the Samana pensinsula and the nearest Cuban waters is at least 200 nautical miles.
Furthermore, I know of Hatians in Cuba (around the Santiago de Cuba area) but have never heard of Dominicans there.
If the Dominicans by some strange coincidence did manage to enter Cuban waters, they would most likely be picked up. If they carried drugs and arms they will be tried at least as smugglers at most as counter-revolucionaries.
Both situations will carry punishments and in Cuba those are not lenient, esp where drugs are involved.
If convicted they might be assigned to a state pen set-up which hire out work gangs (similar to the Angola prison in the US). They would just be serving their penance.
Either way I see nothing wrong in punishing criminals (carrying arms and drugs) and making them do useful work as part of their punishment.
