Fidelity will not accept non-resident non-citizens.

However, TD Ameritrade and E-Trade will both accept foreign accounts from many countries....but not all. Check with them.

Yes TD is the one I tried a dry run with. It did permit me to select the non citizen box, the non resident box, and Dominican Republic on the first page. However, I am just researching and did not want to proceed for fear of opening a fraudulent account. If I want to proceed past that, I'll call them. Thanks, again.
