Making great progress on the Guajima drainage culvert.

One of the nastiest culverts in Santo Domingo is slowly but surely disappearing.

The cañada Guajima has always been used as a garbage/sewer deposit for the folks who live alongside (Like most other culverts) It was so bad that many times during heavy rain the trash would push up on the avenue passing over it (Prol. 27)
Easily one of the worst.

They have been working on it for some time. Slowly but surely eliminating drainage ditches used for trash disposal.

What is stopping the DR from doing community or neighborhood dumpsters? I understand you would need to pay for them and then buy or retrofit trash trucks to accomodate them, so maybe it's money? In Boca Chica we have mounds of trash everywhere. Same with San Pedro from my recollections. It's nasty and unsanitary.

Lack of an area that can be accessed.

I have seen people dump garbage all over the DR ......Zona Colonial ......Las Playas .....Los Rios .....El Malecon ......even beautifull spots in the mountains.....they need to be educated before this is going to stop

It's more than that. I have seen persons become very agitated when someone calls them out for littering.

I would never call a Domincano/a out for littering. It's their country, not mine. However, my look of disdain is unmistakeable. I would also not hesitate to call out a fellow gringo/gringa, regardless of nationality.

Arjona (or maybe was Juanes who is also quite popular) is a popular Colombian singer and has quite a following in the DR. A few years ago he held a concert in the DR and of course it was packed. The public was typically acting in the concert. Then Arjona took a moment to politely ask the people not to litter and be more enviromentally conscious. He didn’t said it to not litter just at the concert, but everyday everywhere they went. He was actually booed by the public. Arjona is a sort of God and ignites extreme excitedness in his concerts, but it quickly went from that to a big disapproval of what he said.

I don’t remember if his most recent concert in the DR was a few days ago or will be in a few days. I bet that’s one topic he will not be touching this time around.

I think you could educate every Dominican a PhD and many would still dump trash despite having money to pay for disposal. It's culturally accepted.
I recently wrote about one of the wealthiest corporate families in DR that has a getaway villa in Sosua - they steal water from their neighbors after their meter was pulled and for years they have thrown their garbage over the wall below their ocean-view home, such that the waste is feet deep in plastic and tin cans . (villa with view of Sosua Bay).

Well it winds up in the rivers and canals which lead to the ocean and the ocean touches most countries so you should call them out.
Haitians are just as guilty.
One of reasons perhaps DR and Haitian passports don't get to travel to many other countries?

Yes, Dominicans don't accept criticism well at all. Even more so if they are guilty of the behavior you are criticizing.
