President Luis Abinader accepted that the Dominican Republic be the temporary headquarters for the 28th Iberoamerican Summit. Abinader traveled to Andorra for the event. This is the second time the country is in charge of organizing the event. The first time was in 2002. The Iberoamerican Summit gathers together 22 Iberoamerican countries and nine observers — Latin America, Spain, Portugal and Andorra.

In his first speech as the new head of the Iberoamerican group, President Abinader warned that to fully achieve the 2030 Agenda, more low financing for developing countries is needed to make the needed investments in infrastructure and social spending. President Abinader criticized the lack of solidarity in the distribution of Covid-19 vaccines around the world.
