The Dominican Episcopal Conference (CED) appointed father Secilio Espinal Espinal to serve for four years. The appointment still needs the confirmation of the Holy See.

Secilio Espinal Espinal was born in northwestern Santiago Rodríguez province. He holds a doctorate in Education, concentration: Leadership in Higher Education from Nova Southeastern University in Florida, United States of America (2018-2021).
