The Central Electoral Board (JCE) opened Envelope B on 19 August 2025, revealing the economic proposal for a new national identification and voter’s card. This marks a significant step in the international public bidding process to select the supplier for the card.

The JCE’s Committee on Purchases and Contracting, led by its president Luis A. Mora, presided over the opening. The committee, which included top JCE officials and a notary, emphasized that this was an act of opening, not an award announcement.

“There is no awarding in this session,” Mora stated. “The awarding will be announced in the coming days, if applicable.”

The process began with three contenders for the contract:
