Neighborhood groups from Cuesta Brava and Arroyo Manzano have brought to the open the irregularities in the issuing of government permits. The Ministry of Environment cleared the construction with the issuing of an Environmental Impact Permit for the construction of the Balcones del Cerro (43,000 square meters) and Balcones de la Rivera (18,894 sq meters) apartment projects in northern National District.

The constructions are going up along the Arroyo Manzano green belt area where no commercial entities and only single homes are permitted, according to the National District planning documents that go as far back as 1993 during the last government of the late President Joaquin Balaguer.
