Just before his start of his first government in August 2020, Luis Abinader was a vocal critic of the Fonper, or the Patrimonial Fund of Reformed Enterprises, denouncing it as a hive of corruption. He vowed to eliminate the institution, which he claimed “has generated innumerable cases of corruption,” and redirect its funds. Yet, five years into the Abinader presidency, the Fonper remains operational with a budget that surpasses many key government agencies.
Listin Diario reports that despite these controversies and President Abinader’s earlier promises, the Fonper has continued to function, its future uncertain.
Fonper was created by Law 124-01 to manage the state’s shares in capitalized or reformed companies, and use the assets for development and poverty reduction.
