Public teachers are by far the best paid in the education system, but assessments have shown most cannot pass international standard assessments. The Ministry of Education under Angel Hernandez spent billions for a nationwide assessment. When the results came in and most unionized teachers failed, the government was pressured to increase the pass grade. The next step would have been retraining of the teachers, but this did not happen. Instead, a new assessment exercise is announced.

The very influential Public School Teachers’ Union (ADP) announces it has hired experts to advise on a new 2025 Performance Evaluation contracted by Minister of Education Miguel de Camps, appointed to the position for the new term of President Luis Abinader. Formerly he was Minister of Labor.

The ADP states that its advisory team also includes Dalia Herrera Serrano, director of the Department of Evaluation and Supervision at the Enrique Barona University in Havana, Cuba.
