The Dominican Republic once again was at the center of the maelstrom surrounding Haiti and the roving gangs that control much of its territory. The DR took part in the discussions of the United Nations International Force Generating Conference, convened by the United States and Canada. More than 20 nations from Africa, Europe, Asia, Latin America and the Caribbean were present at the conference that sought to decide on actions to bring domestic tranquility to the neighboring country.

A force of 5,500 members was agreed upon, and their assignment will be to neutralize, dissuade or suppress the gangs, now designated as terrorist organizations by the United States as well as the Dominican Republic.
