I lived in the Zona when they did the first phase. It was a disaster. 3 weeks no water or electricity. Noise. Dirt. Mud. They fixed something then had to refill it over and over. I think they learned a lot from the first phase, at least I hope they did. Maybe thats after every saturday night then.That's the equivalent when they do Semana Santa in Las Terrenas. The place is cleaned up on the next day after the event is over. That is simply how it is whenever there are local events in tourists areas in the DR.
