Church in Samana 1970s

That's the "Churcha" built by the African Americans that arrived after the Haitian despot Jean Pierre Boyer invited them. That photo is not of the 1970s, because in the background the malec?n is clearly visible and it looks as it does today, including the height of the Royal Palms and the fancy blue light fixtures.

Puerto Plata 1940s

The original San Felipe church is clearly visible on the right. About a decade later Trujillo inaugurated the current San Felipe Cathedral in Art Deco style. Balaguer constructed the malec?n in the 1970s.

This picture is in reverse. In the picture that Pichardo has given the parque colon is on the left and in the distance you can see a church. This perspective doesn't match up. If you actually go to the parque colon you will find that keeping the park on the left while looking down Billini will show a walled empty square in the distance, not a church. Furthermore, though there might have been changes in ways of traffic since the picture was taken, Padre Billini street is currently one-way in the opposite direction the car is going in. Finally, the distance between the kerb and the car is bizarre. When we flip the image it makes far more sense, the car is keeping to right of the road. I am bored. But there you go.
That photo is not in reverse. The park on the left is Duarte's, not Col?n's. The building on the right is the Convento de los Domin?cos and on the left you can see the pedestal of Juan Pablo Duarte's statue. That photo was taken very near (if not on) the end of avenida Duarte, but rather looking east on Billini towards the Fortaleza Ozama.

It IS in reverse. I agree with you that it is Duarte's park and not Colon's, but if you were to go there today with the statue on your left and the convent on your right, you would NOT see that church after the intersection on the right hand side. There is no church there. All there is, and all was in the 1940s was some ruins, and all there is today is an empty plaza with a little crafts market. If you TURNED AROUND, however, with the statue on your right and the convent on your left, you WOULD see the church, the Capilla de la Tercera Orden Dominicana, exactly as it is in this picture. The photograph is therefore reversed.
