    Obtaining Cedula being a Canadian Citizen

    I've been reading up on cedula's and I can't seem to find any information on how to get one when you are a Canadian Citizen, is it the same as if you are a US citizen? and what about dual citizenship? can anyone help me with this??? Thank you all and have a wonderful day
