Can anyone give me an idea of how much they pay monthly to use AC in their home or apartment?

Of course, examples can always be given, but when someone asks for how much is this or that, I like to give the numbers it's all based: Depends on the kWh usage of your A/C (inverter or not), we have two that consume roughly 1.5 kWh per hour (at 1500 watts each), so multiply that with the time you use them and you have your result.

In our case, we just use them 2-3 hours per day (wife and kids get sick if A/C is on all night, I'd be fine with it), and in the worst months, the bill goes to 3500 pesos of which I'd assume about 1900 pesos is other use than A/C (normal appliances, fridge, freezer, fans, computers, water heater).

I have 2 12K btu A/C's 18 SEER Inverter. I only use one at a time. M-F from 3pm to 5am, sat/sun 24 hr. day and they are set at 79 degrees.
I pay 900 pesos month. Consumption daily is 4-5 kWh weekdays, 8 kWh daily on weekends.
Obviously, you have to take into consideration what other appliances you have and their usage.

I'm not complaining, believe me. What's even more strange is my consumption is slightly higher during the winter months.
The rest of the year I seldom consume more than 180-190 .

That is what can happen when you have the government run the power distribution. One of the biggest mistakes ever made in the DR .

Our new AC units use approx 1.5kw per night. This is based on setting them at 80f and they run about 8 hours. Our old ones used about 5 or 6 kw per night each. Basically it's all relative to what type of units you have and how cold you want it.

Our bill went down by about 30% for this last month because we stopped using AC.

The higher the SEER number, the more efficient they are. I used to have regular A/C's and my bill ran around 2K pesos a month. The Inverter A/C's put a huge dent in that.

When will EdeNorte have new meters ? Seems they are giving away a lot of power for free or next to nothing

The entire country has untold numbers of homes on fixed rates without meters, not just Edenorte. We’ve owned our property (Edesur) since the 70s. Still no meter, fixed rate. A few years ago, meters were installed at the beach, lots of complaining. They said they were coming up the road and everyone was getting one. It’s inevitable, when they get around to it.

And let’s not talk about the houses near us who ripped the meter off the house........

Olly, here's my bill from last month. I didn't go to work a few days during the weekdays so it's a little higher due to running the A/C all day.

My Goodness!!! At only 4.4 p/Kw ?

CEPM charges 11.92 p/KW ...nearly triple the edesur rate!!!
Electricity is subsidized in the DR. To take advantage of the subsidy you must not consume more than 700 KWh in a billing cycle, usually 30 days. For BTS1 service the current billing rate is:

If you consume under 100 KWh you'll pay at RD$4.44 per KWh plus a fix charge of RD$37.95
If you consume over 100 KWh you'll pay a fix charge of RD$137.25 plus
000-200 KWh at RD$4.44
201-300 KWh at RD$6.97
301-700 KWh at RD$10.86
anything OVER 700 KWh will cancel all subsidies forcing EVERY KWh consumed to be billed at RD$11.10.

As an example lets compare a person with a 700 KWh bill vs someone with 701 KWh.

700 KWh bill = RD$6,066.25 includes subsidies
Carga fijo 137.25
200 KWh at RD$4.44 = 888.00
100 KWh at RD$6.97 = 697.00
400 KWh at RD$10.86 = 4,344.00

701 KWh bill = RD$7,918.35 lost all subsidies!
Carga fijo 137.25
701 KWh at 11.10 = 7,781.10

Try to keep monthly electricity consumption under 701 KWh to take advantage of subsidies.

Tips:
Buy an efficient refrigerator.
Use AC with inverter technology and use it sparingly.
Don't use electric water heater upgrade to an on-demand gas water heater or solar water heater.
Replace incandescent light bulbs with LED
Turn off all lights and fans not needed
