WOW!

I'll need to consider taking my 90lb. Shepherd when we go there for 3 months in September. It's in the plans for us to stay there longer too. WOW!

I feel so bad for you and your pets. This is tough!
Requirements are a little different in your case. Your dog is returning to the US, not being imported. You will see your vet in the US before you travel for a Certification of US issued rabies vaccination form, and there's another form you fill out online. The Certification from the vet is valid until the rabies vaccine expiration date, the online form must be filled out each time you re-enter the country. This link has the forms:

The photo in post #17 reminded me of how Dave Barry (US author/humorist) described his two dogs as "the large main dog and the small auxiliary dog" :)

Yes.

The onerous bureaucratic msyrix is for dogs vaxxxxxxed in countries considered "high risk."

Diggos vaxxxxxed in the US by a US vet are easier.

However, the fact remains airlines flying out of the DR still will not accept dogs.

It is worse than I described.

You are required to have specific, written approval from the CDC to bring a dog into the US.

The timetable is this:
1) Get a fresh rabies vaxxx. I suggest you ask your vet to get a CDC-approved brand.
2) After the vaxxx, wait minimum of 25 days.
3) After 25 days, blood is drawn and shipped overnight (od in the case of the DR, 2 days) to a specific lab at Auburn Univ. or Kansas State. They will test for rabies titers. This lab test needs to be AT LEAST 60 days before travel.
4) If all goes well, you get a permit, and you have 6 months to bring the dog.

All ^^^this^^^ does NOT mean the CDC-sanctioned quarantine facility will not keep the dog for an additional 28 days, at a cost of $3200, in addition to their $1300 fee for 2-3 days initial quarantine.
That timeline is about the same we went through going to the EU from the DR. But there is no quarantine nor any such fees involved.

No airlines flying dogs out of DR. You could always take them on the ferry to Puerto Rico and then fly from there I would think.
As long as they are US vaxxxxxed dogs, this is a possibility.

DR vaxxxxxed? No joy.

I would check with airlines flying out of PR to make sure.

To clarify, this is only valid for the US? This does not concern flights to EU.

Dominican born pug and first transported from the DR to Pennsylvania.
When?

Most likely before the "high risk" thing was instituted, and airlines changed their policies.

And then if a dog got a rabies vaxxxxx in the states, no problema.

I can tell you now it is possible but as I outlined above.
