I use CaribAir, they run a helicopter charter service out of Joaquin Balaguer Airport (Higuero) which is about 20 minutes north of the center of the city (on a good day) although I guess they might pick you up anywhere they can legally land. Costs are around US$2,100 per day (plus 16% ITBIS) By the way, they don't fly after dark.
