Background - a tradesman has a subcontract with the engineer. Engineer has a contract with a hotel.

Tradesman submits invoice to Engineer- engineer invoices hotel.

Hotel pays engineer- Engineer DOES NOT PAY Tradesman.

What is the legal recourse of the tradesman?
