Passport renewal in the North Coast

Does anyone have information on how to renew a U.S passport in the North Coast?

I have to fly to Costa Rica and my passport has less than 30 days validity on it.

Will the consulate in Puerto Plata issue me an emergency passport?

Does anyone have their phone # and hours of operation?

Here the US Consulate website with contact info in Puerto Plata and services:

Embassy of the United States Dominican Republic - Citizen Services

They take your renewal application, then send it to Santo Domingo, and get it here for you. I have no idea how long it is taking now.
