I am an Indian panning to visit Dominican Republic. Do I need to obtain a visa prior to my arrival in DR? How do I do it?

Yes, you do. You need to apply at the Dominican consulate that is closest to where you are. There is no Dominican consulate in India. We recently looked into this matter and responded to a similar question. See below.
