"Whatever",it "costs" to ride in London,or anywhere else in the World,INCLUDING the DR, the entire population "pays" through huge subsidies paid by the government to make up for the huge deficits.

1) The "tube" moves massive numbers of people. Imagine several million more cars in London. If you dare.
2) The extraordinary local and global benefits of having a world-class (perhaps the best) public transportation system.
3) The reduced amount of general pollution. With all those extra cars, London would look positively Dickensian. Again. Not a good thing.
The notion of a subsidy isn't a bad thing per se, especially when the societal benefits outweigh the economic drawbacks.
But you already knew that. Didn't like it, perhaps, but knew it anyway.
In an industrialized economy like "Jolly Olde England" the subsidy is very much justified!
In a country like the DR,with no health care, potable water,24/7 electric grid, education, minimal housing, rapant "Narco State" crime,I "think" they might have different "Priorities"?????CC
I work for a bus company in the North West of the UK and we provide free Wi-Fi on all our double deck inter-urban buses. When they come into the garage for a service you can see all the fitters gather round, get their 'phones out and start surfing EBay and the like
Don't Caribe Tours or Metro Bus have free Wi-Fi on them?
