Can I pay the baggage fee in cash at the airport in Puerto Plata? I tried calling United, but they're incompetent.

We deal with the same people at POP, that worked for Continental. United is much harder. If this helps, I think they still take credit cards. With United they don't seem to care. Maybe United pays less.
