Fastest way to send a letter from Sosua/Cabarete to Europe? UPS/fedex anything else

Use EMS at the post office in Sosua (the plaza where Edenorte is). You can track the letter, and it takes about 10 days.

My EMS took about 18 days to Europe...but that was from Higuey and it spent 3 days (according to tracking) between Higuey and "left country" point.

I can just wonder how long a regular mail would take ...

A letter? If you are talking about just a letter, then the fastest way is to scan it into an electronic form and e-mail it.

Or am I missing something?

Yes, sometimes they will not accept scanned letters, like a bank for example. But, yes, if this is not the case, it is the simplest, cheapest, and fastest method.
