Presidential Palace. No electric meters!!

According to a recent news item from DR1, there are no electric meters in the Santo Domingo Presidential Palace. Evidently, this has been true for years, perhaps decades. How does the electric company charge the Dominican government for the electricity used in the huge Presidential Palace? Does the government pay for this electricity? Donated? Price of doing business, a/k/a graft? If true, desn't this petty corruption & yet another negative role model speak volumes about La Republica in the 21st Century. No hay esperanza! Curious.

Flat rate based on what??

How is the flat rate calculated & negotiated? Can I get a flat rate for my home or business? How? Isn't this symbolic of the serious economic & institutional problems endemic to La Republica? Who else in Santo Domingo is receiving a flat rate? Are the monthly charges on the Presidential Palace paid to date? Why not?
