It's not a scam, we did it for $20pp. I've seen it for as low at $10pp.

The "catch" is that they will try to talk you into joining their Vacation Club. We found out that the guy who brings you over to the 'meeting' gets $20US from them. If we go back, we'll just give him $20 and tell him to leave us alone  The talk took about half hour, and they gave us 2 t-shirts, a bottle of rum and a bottle of mamajuana.

It's a nice place, good food [but not enough Dominican fare, as far as we were concerned], unlimited drinks.

When we arrived we handed over our American passports, and when they saw Mr.AE was born in DR they balked and wanted proof he lived in US. Showed his NJ driver's license and that was that.

We do it all the time for a "mini" escape. I can't eat and drink at home for $48 for the two of us. Yes all the posted restrictions apply but if you have a passport, US or Europe CC you are good to go

Yes, if you are a resident of DR and have US/CA/EU passport and the corresponding payment card form those o****ries, should not be a problem. But you will have to endure the timeshare sales meeting.
