I met up with a girl in Santo Domingo a few months ago who had just left Oviedo (I believe that was it). She said there were corps members around Baharona, but I don't specifically know about Palo Alto.
The peace corp is heavily involved in many rural areas in DR. Try contacting the peace corp for more info. I know they have a website.
