Service Dog - Blind person (cabin travel)

Hello all!

Traveling in October to DR with my mother in law (she's blind) that have a service dog. This will be the first time traveling to DR with her and the dog (a german shepherd).

She had traveled already to international locations with her before and no problem with traveling in the cabin, since is a service dog for a blind person airlines needs to accommodate her in the cabin.

We will be traveling from JFK (NY) to Santo Domingo. Will be a hard sell on the in-law to leave the dog at home (US) so now I'm trying to figure out everything need it for travel. Paperwork related seems no problem at all, she's use to it do to previous international travels but my main question is traveling from the DR to US, how well are the airlines following the rule that dog needs to travel in the cabin when is a service dog for a blind person? Will I encounter too many obstacles at airport and airline personnel?
