Citizens of Syria residing in Syria must apply for avisa to Dominican Republic in person at the nearest consulate of Dominican Republic in Syria. Please note, application procedures and fees may vary by location. If there is noconsulate of Dominican Republic in Syria there may be a consulate of Dominican Republic in a neighboring country that covers the jurisdiction of Syria.

"Any person who can legally travel or reside in the United States, Canada and the European Union (including Great Britain) does not need a visa to visit the Dominican Republic for tourist purposes and can enter the Dominican Republic with a Tourist Card and a valid passport."
Maybe the said syrian visitor has a visa and/or residency for one of the above countries.
Exactly. I have a few friends here in Dom Rep from the countries that need visas to enter DR and who have either USA visa or European visas and thus they arrived here without applying for DR visas.
