Up the hills from the police station. Take the turn to Panorama Hills. The place is on the right just a short ways up. Big gate - sorry, I can't remember his name but he's excellent

You must mean Viktor. He is an excellent car mechanic but don't think he repairs lawnmowers. Nothing else in that area.
