I have residency and cedula. I would like to open a bank account. Perferably Banco Santo Cruz. Whyat do i need to do this?

Not that difficult. I've opened two dollar accounts and one DOP
account in two different banks; no references commercial or otherwise asked for; just have cedula or passport on hand and the cash you want to deposit. My experience, yours might differ significantly.
