The political reality is that we unnecessarily handcuff ourselves with these negotiated deportation agreements. As a matter of practice, the recipient country needs to agree to accept an individual another country wishes to deport, citizen of the recipient country or not. Somalia is a good example. That country routinely refuses to accept their citizens being forcefully repatriated.
No person should be stateless and one's 1st recorded citizenship should trump all others in these matters. If an immigrant to any country accumulates three strikes by way of any combination of misdemeanor/felony convictions the emphasis should be to automatically get rid of these bad apples so that they do not have the opportunity to spoil further and ruin the whole bushel. No country should be allowed to refuse to accept their citizen being repatriated from anywhere else for cause.
It needs to be simple, automatic and consistently applied. Three strikes convenes an immigration hearing where a judge determines that the three convictions are valid and the individual is held in custody and placed on a plane at the earliest opportunity after that. As with other immigration decisions, should the deportee wish to appeal the decision, they can do so from their home country.
This concept of "diversity being our strength" is a crock of political correctness that will eventually lead to the demise of the societies we have struggled to build into a more desirable way to live than exists in many other countries around the world. There should be no grounds to question the need to remove anyone who accumulates three offenses in their lifetime from the society that allows them the freedom to choose to commit crimes.
This immigrant winner should have been sent packing back to the DR at least two years ago, long before he had the idea or opportunity to murder these 4 people. I cannot understand a process and the apparent desire to keep these criminals in our society. We cannot save them, for we are not even able to save ourselves from them.
