Those under 45 will decide the municipal elections
Millennials and centennials will decide the Dominican polls in 2020. The Central Electoral Board (JCE) has given the age breakdown for eligible voters. Those 18 to 45 are 58.97% of voters registered for the municipal elections set for 16 February 2020, or 4,426,341 voters, according to the electoral agency.

The JCE reports that of these 1,3247,720 (17.79%) are 18 to 25 years old; 889,516 (11.85%) are 26 to 30 years; and 772,014 (10.29% are 31 to 35 years old. There are 744,010 (9.91%) voters 36 to 40 years old while 9.23% or 693,081 are 41 to 45 years old.

The voter breakdown continues: 46-50 years: 663,581 (8.84%); 51-55 years: 615,285 (88.20%); 56-60 years: 509,984 (6.79%); 61 to 61 years: 408,156 (5.44%); 66-70 years: 314,067 (4.18%); 70+ years: 549,616 (7.32%).

The total voter list would reach 7,505,507 eligible voters in time for the 17 May 2020 presidential and congressional election because 18,467 Dominicans will have reached voter age by then.

Danilo Medina vows "to win the election"
"I'm going to win the election," he said as he gestured and was applauded by those present at the National Assembly of Leaders held on Monday, 21 October at a sports arena. In the event closing speech, he ensured his followers that the ruling Dominican Liberation Party (PLD) will win the presidential election scheduled for May 2020. "Go ahead, comrades and comrades, with these men who are here, I particularly tell you that I win the next election," said Medina, even though he is not the presidential candidate for the PLD. Gonzalo Castillo is the presidential candidate for the PLD.

Medina also said that it was Gonzalo Castillo's turn to close the event with his speech, but the party had decided that he should not speak. Medina explained this was "to protect him as the candidate of the PLD."

President Danilo Medina said that the support of those present in the event was multiplied by the people outside the arena who would support the chosen PLD presidential candidate Gonzalo Castillo. "But not just you, for each one of you there are a thousand people in your homes waiting to support him, to take Gonzalo Castillo to the Presidency of the Republic," he said.

In the same improvised speech, Medina warned that PLD party members winning their candidacies in the elections and then supporting Leonel Fernández that they will not get away with it. "In the PLD we are open and generous, but we are not fools. Anyone who thinks he's going to pull our leg is wrong. If you want to fool us, don't waste your time, because you won't win," he said, warning those who are not loyal to him.

Several strong Leonel Fernández supporters won candidacies to congressional and municipal positions during the 6 October PLD primary. These include Amarilis Santana, who won the PLD senate andidacy for La Romana; Abel Martínez, who won the party candidacy for mayor of Santiago; Félix Bautista, who won the senate seat for San Juan de la Maguana; and Dionis Sánchez, who won the senate seat for Pedernales.

Deputy Demóstenes Martínez, who won a deputy seat also for the PLD, already resigned from running as a candidate for the party.

What does "penco" mean?
In his speech on Monday night, 21 October 2019, President Medina used the word "penco" to describe the PLD presidential candidate, Gonzalo Castillo. This word has set social media on fire, with thousands of tweets, memes and remarks.

The word is not common usage, and many Dominicans checked online dictionaries online to get the meaning. The Real Academia Española, the leading Spanish language dictionary, defines "penco" as a clod or stupid person.

In the southwest of the Dominican Republic and in many of the rural areas, nevertheless, the word means "great" or "strong." Medina when describing Castillo as a "penco candidato" was describing him as a strong candidate.

The discrepancy in the definitions, nevertheless, lead to many memes and jokes.

Referring to his winning the candidacy after just a two-month-long campaign, President Medina highlighted the strengths of Castillo. "Gonzalo, fellow party members, is a phenomenon. As our fellow party member Lidio Cadet has said, Gonzalo is a 'penco de candidato'," said Medina. "Gonzalo is going to win. Have no doubts," Medina told his followers on Monday evening.

Details of the agreement to form the LFP
Last Sunday, 20 October 2019, the Dominican Workers' Party (PTD) approved changing its name to the Power of the People (La Fuerza del Pueblo - LFP). The party leadership reached an agreement with former President Leonel Fernandez in time for the May 2020 presidential election.

The agreement was signed on Friday, 18 October 2019 by the former president of the PTD Antonio Florián and Leonel Fernández. It states that the LFP will have 35 members of the Political Committee, 10 chosen by Florian and 20 by Fernández, with five decided by mutual agreement.

The agreement states that Fernández will be the LFP party president, and Florián, the general secretary. There will be five vice presidents, two chosen by Florian and three by Fernández.

As part of the agreement, Fernández guarantees that the PTD candidates would continue to be proposed while Fernández is given the power to carry out alliances as he wishes for the next electoral period.

Fernandez to be proclaimed presidential candidate – but will he be allowed to stand?
The president of the Dominican Workers' Party (PTD), António Florián said that the former President of the Republic Leonel Fernández will be named the presidential candidate for the new Power to the People Party (LFP) on Sunday 27 October, during a national convention of the party delegates. He said that at least six other parties would join in, proclaiming Fernandez as their presidential candidate. During the same event, the party's municipal and congressional candidates would be proclaimed.

Florián said the present political headquarters used by Leonel Fernández would be the headquarter for the LFP.

There is speculation as to whether the Central Electoral Board (JCE) will accept the candidacy, as Fernández had already opted to run for another party and lost.

IDB's InvestmentMap implemented in the Dominican Republic
Economy Minister Juan Ariel Jimenez says his office is working with the InvestmentMap program of the InterAmerican Development Bank. Through the program, citizens can monitor in real-time where and how governments invest.

The Investment Map is intended to improve the transparency and efficiency of the management of public investments. Each country decides in which sector to implement this platform and the information it wants to publish, according to its needs, resources and priorities.

An IDB mission visited the DR to assist with the design of the program and worked with the coordination of Miguel Coronado Hunter, IDB representative in the Dominican Republic.

The head of the IDB mission, Juan Cruz Vieyra said that the objective of the initiative is to generate traceability from the origin and use of public investment resources in the Dominican Republic. He says geo-referencing of the data on public investment projects in the country will be used. The platform will allow citizens to verify and certify the execution of projects that will be developed in the national territory.

Exchange rate continues to rise
The Dominican peso continues to depreciate against the US dollar, despite the measures introduced by the Central Bank. On 16 September, the Central Bank injected more than US$100 million into the market in an attempt to stabilize the exchange rate.

At present, the rate is at around 53 pesos to the US dollar. Economists are predicting it will continue to rise and could reach RD$55 to US$1 before the end of the year.

Businesses and economists are saying that the increase is due to the political instability caused by the divide within the ruling Dominican Liberation Party.

Plaudits for the economic achievements
The Ministry of the Treasury of the Dominican Republic has been recognized for financial and economic achievements during the 50th meeting of the Network of Central Banks and Finance Ministries hosted by the InterAmerican Development Bank (IDB).

At the meeting held in Washington DC, finance ministers from Latin America recognized that the Dominican Republic, along with Panama and Bolivia, had the best economic progress in Latin America and the Caribbean at present.

According to Treasury Minister Donald Guerrero Ortiz, the country is well regarded for its coordination between monetary and fiscal policies, and the correct administration of the economy had allowed a healthy growth of all of the main macroeconomic indicators to occur.

He confirmed that the country had grown by around 5% over the last six years, with social spending that had allowed poverty to decrease from 39.7% to 22%.

He did, however, say that the country was facing challenges in the short term due to the deceleration of the world economy, especially in the United States and the Euro Zone.

Did the DR receive a loan from China?
The Carolina Foundation lists the Dominican Republic as having received a loan from China. Their source is a list prepared by the Latin American Federation of Banks (Felaban). On the Felaban list are Venezuela with 18 loans, Brazil, Argentina and Jamaica with 11, Ecuador with 15, Bolivia with 9, Cuba with 3, Guyana, Bahamas and Trinidad & Tobago with 2 and Mexico, Costa Rica, Barbados, Peru and the Dominican Republic with one. Other reports say that the Dominican loan was transacted but was not disbursed.

China has made an estimated US$141 billion in loans to the Latin American region from 2005-2016, according to the Carolina Foundation report that is based on data from the Economic Commission for Latin America and the Caribbean (ECLAC).

The Carolina Foundation "State of China-Latin American Relations" estimates that more than 2,000 Chinese companies have installed themselves in the region, generating 1.8 million jobs. China is today the second biggest foreign investor after the United States. In 2017, it was contributing 15% of direct foreign investment in the region. 44% of the investments are in Venezuela, 26% in Brazil, 12% in Ecuador and 11% in Argentina. Since 2005, Argentina, Brazil and Peru account for more than 80% of China's investment in energy and mining, according to the report.

The Dominican Republic signed full diplomatic relations with China in May 2018.

Time to renew firearms license
The Ministry of the Interior and Police (MIP) has granted an administrative period of grace to renew licenses to carry and own firearms. The grace period began yesterday, 22 October and runs until 30 November 2019.

Those who have licenses that expired within the last two to three years will only pay the fee for one year. Those with four or more years since expiration will pay the price for two years. Permits that expired for over seven years will pay only the fee for three years.

Those holding firearms with no license are subject to sanctions, which include the confiscation of the weapon.

Don't change the flag
Foreign Relations Minister Miguel Vargas called on all government offices, embassies and consulates to ensure they comply with Article 31 on the Constitution and Law 210-19 on the use of patriotic symbols. He said that he was totally in disagreement with the use of the flag without the national shield in the center. Vargas guaranteed that all the embassies, consulates and diplomatic missions overseas would use the flag correctly.

Jimmy Carter suffers fall, may not visit as programmed
95-year old former US President Jimmy Carter was programmed to visit the Dominican Republic in November for a Habitat for Humanity event. But on Monday, 21 October 2019, the former President fell and suffered a minor pelvic fracture so that the trip may need to be cancelled. Carter fell in his home in Plains, Georgia, the Carter Center says. It's the second time Carter has been hurt in a fall this month; he got a black eye from a fall days after he turned 95 on 1 October.

The Dominican Republic is on schedule to become the 15th country to host Habitat for Humanity's Jimmy & Rosalynn Carter Work Project. The Carter Center reported on Jimmy Carter: "He is in good spirits and is looking forward to recovering at home."

Since beginning their work with Habitat for Humanity in 1984, President and Mrs. Carter have helped to build, renovate and repair 4,390 homes in 14 countries alongside over 104,000 volunteers through their annual work project. Since its founding in 1976, Habitat has served over 22 million people around the world.

The 2020 build marks the third time the project has been hosted in the Caribbean. The former US President and First Lady traveled to Haiti to build alongside homeowners and hundreds of other volunteers in 2011 and 2012.

Three die in amber mine
The emergency services in the eastern Hato Mayor province recovered the bodies of three workers who died following a landslide and underground river flooding in an amber mine in El Valle. El Valle is some 33 kilometers to the north of the city of Hato Mayor. The victims are Rafael Nolasco Javalera, from Mango el Limpio, Eusebio de la Cruz Toribio, aged 51 from El Valle, and a Haitian national, Andrés Seguí.

The authorities established that the amber mine was 120 feet deep, but that it had 45 feet of water in it, which came from underground sources. The doctors in the area believe the victims died from intoxication with sulfur in the mine

Drug hauls on the increase
Official data from the National Drug Control Agency (DNCD) reveals that from January to August this year, 5,358 kilos of drugs have been confiscated in 14,040 cases, without counting the 599 kilos found at sea this week. This is 1,200 kilos more than over the same period in 2018.

Most drugs have been seized in the eastern part of the country. The east had 1,762 kilos confiscated, some 545 kilos more than the south area so far this year.

The city with the most drugs confiscated was Santo Domingo with 1,877, and the city with the least was San José de Ocoa with only 0.38 kilos.

Santo Domingo to host Tokyo 2020 volleyball qualifier
The Dominican national women's volleyball team, "The Caribbean Queens" will seek to qualify for the Tokyo 2020 Olympic Games this coming January. The president of the North, Central American and Caribbean Volleyball Confederation (Norceca), Cristóbal Marte said the event will be dedicated to President Danilo Medina. He said the government contributed US$252,000 to pay for the rights of the tournament and pay for the "challenge" system that repeats the plays when there are doubts about who gets the point.

The Dominican Republic team will now host the NORCECA Qualification Tournament Tokyo 2020 to take place 8-13 January against teams representing Mexico, Canada and Puerto Rico with the winner earning the confederation ticket to the Olympic Games. The actual games will be played on 10-12 January 2020.

The Dominican team is the pre-tournament favorite. It has already competed in two Olympic Games – Athens 2004 and London 2012, finishing in the 8th and 5th places, respectively. If the team qualifies, volleyball would become the only Dominican team sport to participate in three Olympic Games.

Cristóbal Marte also announced that he reached an agreement with the Japanese city of Okayama and the Okyayama Volleyball Association to host a 10-day training camp for the Dominican Republic's volleyball team before the Tokyo 2020 Olympic Games. The agreement also foresees future training camps in Okayama after the Tokyo Olympics.

Tickets for the games will go on sale in November 2019. The cost will be RD$200 to RD$500.
