    I have no doubt, but is it dirtier than other comparable cities in the DR, and are you talking about the whole city or a particular location.

    Everything is washed out when it rains. Debris, trash everywhere. Rainwater has no place to drain and rubbish just flows all over the town. A mess!

    This sounds of more of an antiquated infrastructure rather than the personal hygiene of the people inhabiting Bonao. No argument in regards to the poor shape of the infrastructure, but that has more to do with the elected officials not making the correct adjustments or modifications over time. Unfortunately, as is all too frequently the norm, monies handed down from the upper levels of government to handle some projects get siphoned off at the local levels with no accountability following. The exact nature of the problem would be easier to address if the OP was more specific, and to the point.
