How hard is it for a Dominican citizen to ontain a transit visa for the usa to travel via NYC or Miami to lets say Europe or Canada??
does already having a visa for Europe or Canada help?

Transit visas to the US no longer exist, at least for Dominican nationals. The person needs to apply for a regular visa, regardless of whether just a transit through the airport be needed.

They need to be eligible for a visitors visa (e.g. impossible odds) since by and large you just go to a normal everyday gate in the MIA or JFK airport to catch the next flight and of course it would be pretty darn tempting to just hit the exit and scoot out of there for good.

Evidence of the other country's visa might help ( at least it proves they can actually get there) but I bet with the homeland security etc., right now, not a whole lot - if France probably less help than a Libyan visa.
