The Nwe Weapons Permit and License

For those who have weapons legally or illegally, let me tell you that the latest "new weapon permit" is not as easy to get as in the past. It now takes an anti-doping urine test and a spychological screen by UASD psychologists to get the license. It is almost impossible to avoid. If you have any problems with passing a drug screen, this will get you. They have a fast-on the spot screening process where they place a test card in the plastic container with your urine and get the instant result for different substances. You will be required to attend a 45 minute workshop with UASD staff and a police officer to warn you about weapons abuse, laws, do*s and don*ts. You cannot avoid this anymore, unless Hippo sends one of his mafia people to help you.(a weakness in the system:you could bring a clean sample in your pocket, since nobody searches you at the test site. Wether the test system can spot cold as opposed to warm urine, I dont know)

The spychological screen is tricky and specially designed for weapon psychology. This is unlike psyche tests for jobs, but close enough. Questions are geared to spot umbalanced behavior and potential mental problems for carrying a weapon. If the psychologist who screens you feels they dont have enough information based on the interview, you will end up having to take a 200 question, two hour test with very tricky questions. You have to be an expert at passing psychological tests to fool this one. You would be placed alone in a spot where others can see you and a lot of pressure will be put on you to see if you can handle it.

The cost of obtaining the new permit has gone up. You can pay anywhere from $1500 pesos if you do it yourself to as much as $10,000 thru a weapons dealers. Please note that dealers will not give you protection after you get the license. They have a tendency to let you on your own, in case you have future problems, like getting caught in a "redada" or "operacion centella" where your weapon can be confiscated and take a lot of paper work and bribes to get it back with the license.

There is a new manual edited in 2002 with the new regulations.

Guns have gone up in price. For instance my newest toy, the ultra modern polymer frame CZ 110(from Ceska Zbrojovka) 9mm Luger with 13 cartridge magazine cost me $38,000 pesos with license. This beauty is so light you can place it in your back and never know you have a gun strapped(670 g) Compare that weight to a steel piece almost twice the weight. It has a cock indicator, fing pin safety with release button. You could carry this thing with a cartridge in the chamber safely. And is all black for night stealthness. Nobody will know you carry one until you see the barrel shooting a hole thru your head. In my opinion, this is better than the Glock, which is breaking down a lot. The new Glock with the semi-silencer is a beauty though. You can get one for $55,000. Glocks are too dangerous since they are always ready to fire and have no safety options.

Be careful Golo

That gun jams......trust me.....never load more than 7 rounds. New or old it jams.

PS: I am selling mine. I do not like the twin row magazine...it does not feel comfortable.

.45 ACP, strong medicine

Have always carried a customized Combat Commander or other model 1911 derivate. Never believed in metal jacks either.
Standard issue all over Europe is 9mm with either FMJs or specially designed HP bullets.
I've seen entire clips emptied on frenzied pittbulls, and the mutt was still biting.
No thanks, when the target is shooting back, I want my return message to be very clear.

Golo amigo, all that money for a permit.
A few years back, when Candellier was the top Gorilla, I made a courtesy visit (didn't like it much) to the Jefatura, but I remember one of deputies telling me, that if I ever wanted to settle down in the DR (yes, it's in the Masterplan) he could get me a carry permit for US 300, without hassle if I wanted to keep my bigbores.

No problems for current licence holders

I had let my gun permit lapse for 4 years, last month I got my lawyer to pay the lapsed years and bring everthing up to date...

I had no problems at all......However being a Gringo that's why I had my lawyer do it!

I have learned through experence not to show my Gringo face when I have to pay any money to any Dominican offical ...

Happy with my AMT DOA

Golo, when I got my permit, I took the spycho test but not the urine. This was back in 2000. Let me tell about some of the most stupid questions asked:

Q- you come home and find your wife (spouse) in bed with someone else. What do you do?

1- wait for them to finish
2- start crying
3- shoot them both
4- leave the house

Q- you come home and find thieves stealing. what do you do?

1- start crying
2-help them carry the loot
3- wait for them to leave
4-shoot their ass off.
5- call the cops
Q- how many times have you fired your fire arm?

This one you leave blank. Why?

if you answer this question it means that you already own a fire arm. therefore, don't answer. This info was passed on to me during the test by one of the girls in the office while I took the test.. COOL !!!

The new test does not have situation questions like the ones you mentioned. Most of the questions are direct, like:

What kind of profession would you prefer among these:
a)carpenter
b)teacher
c)lawyer

As for real men guns, you could hang a .45 or a Magnum in your belt, if you want to act as a man, but you will also have to answer like a man if you get caught with it. Law 36 has no bail for those who break it. You will need more than a few generals to get loose if you get caught at an operacion centella with a .45.

Question for Missing_Dr or any gun specialists?

Maybe Tom can answer this.......

Is the reason for gun jamming a defective gun design or a faulty magazine? Faulty spring perhaps? Bad ammo? As far as my knowledge, gun jamming is not due to faulty gun design. Otherwise many gun models would have been recalled. The gun population is very critical and does not forget a bad gun.

Missing_Dr: Did you own the CZ100? The reason I ask is because the CZ110 is an improvement over the CZ100 which could only be fired in the DAO mode. The CZ 110 can be fired SA/DA. This gun has not been in the market for long. This is a 2004 model. I understand only a handful are available in DR because of its high cost. My impression is that experience with this gun is limited to arrive at the conclusion that it jams. So far is as smooth as silk.

But I would welcome more analysis and experience on this. I would hate to have my gun jammed while facing a Dominican mugger from Los Alcarrizos carrying a "Dominican-made-chilena"....hehehehe!

"I would hate to have my gun jammed while facing a Dominican mugger from Los Alcarrizos carrying a "Dominican-made-chilena"....hehehehe!" TW

LOL, that was really funny.

I agree with TW, alot of times the gun may not be at fault but a magazine could be defective, spring in the clip or even bad maintanence. the majority of guns that jammed on me were poorly maintained. These folk never clean the gun after use and often shelve it dry (unlubricated). I once lubricated my brother's Taurus 92F (used to be called beretta 9mm- brazil). I opened up the clip and pulled out the spring. But when I restored the gun, I guess I screwed up in the reassembly of the clip mechanism. The gun jammed on me. I opened it up again and reassembled it the correct way and fired 300 rounds without a flaw. Then when I went back to atlanta and took the gun out again (after a long time in the closet) My 3rd round jammed. Then it jammed every 4th or 5th round. Turns out the gun was used before and wasn't cleaned or lubricated in a long time. Then the rounds we were using were reloads. Really cheap powder was used. Its so surprising to see so many people just don't know or care to properly clean their automatic weapons after use.
Then my friend had a smith & wesson (forgot the model), a 9mm notorious for jamming. He got the used gun on a hot deal. It was true, the gun was jamming but this guy was a gun expert. He simply filed on side of the clip down and smooth it out so the round can freely click out into the chamber and out with the mechanism. This small step fixed the jamming problem for good.

I prefer to kill people the "Old Fashioned" way!

Beat them to death with my bare hands! It leaves your hands REALLY sore, but what a rush!!
The problem with most of you "Macho" guys here, who I doubt have ever shot anyone,or ever will, thank God,is that you want to carry a semi-auto for Show",and not for "GO"!
All semi-autos can and do "jam"!
No big deal for you, since it is just a show piece anyway!

I prefer a .38 Smith&Wesson,"Chiefs Special"! It is a 5 shot revolver,with a 2 inch barrel.So not heavy!
Before you go telling me that a 2 inch barrel has no accuracy,I will remind you that it "Ain't" called a "Belly Gun" for nothing!

And since a "Gun" is just an extention of a man's penis,2 inches is more than enough "added length" for me!

For Golo

AZB has answered the basic question. The CZ110 is more prone to jam in the SA mode...why because in the rapid fire more rapid action is required from the spring in the magazine.

I also think that there is a tolerance for firing .40 SW ammo and that if you measure with your regular 9.0mm ammo is slightly different. Very slightly but when you get into 4 digits it is there.

Golo, have you tried serious target shooting.....I managed only a 8 inch pattern with 10 shots at 20 feet....so light it is not a good aiming gun. I don't like the feel in my hands.

If you really need a classic weapon...forget big bores...those are for sissys who fire only one shot a year and use a gun as an extension of their dick....

Try a Webley Scott .32 Mark II Series B.....if you buy it and don't like it I will buy it off you......right away. It is a black revolver also and holds 6 shots...now this is not known to jam or miss or even breach fire ever since it was first introduced many moons ago.

Your other question...yes I do own a CZ110 and it is for sale right now as we discuss this....I have 2 people interested in it and I am hoping to sell it soon.

When buying new weapons I do not usually jump at new releases but, wait for a while for things and faults to be remidied...this time I jumped the gun because of a good offer and am not happy.. I was hooked on the beautiful sight in that green and brown leather case with a nice booklet and tabs etc

This one is for Criss Colon!!

Well...... I know what we shoot cannot compare to what you shot!!

But in a way I learn from you guys to not shoot to cause any damage...however, I did shoot once during the comunal riots in India in 1992 and that we will discuss when we have that "deep discussion meeting" planned for sometime.

Cheers buddy!!

Lets get a few things straight!

It is not a "clip" it is a "magazine". I clip is what is used to hold rounds for loading into a top loading firearm like a Enfield or an
M-1 Garand. Get the terminology right.

The reason that a .45 ACP firearm is not allowed for public possesion in the DR is because they were the sidearm of the Dominican Military at one time. It was deemed un-acceptable for civilians to have a "Military" weapon. Now that the "Euro-trash" round(9mm) is used by the military i guess they don't want anybody to have a better gun!

Last I heard Rifle Scopes and Center-fire rifles were still ileagal for civilians to posses. They were called "sniper weapons" How stupid is that?

Every Firearm I have owned has been disassembled and rebuilt with painstaking care. Better parts added. Ported and Polished ramps. New springs and sears. I cannot fathom anybody depending on a firearm "Out of the Box" for defense of their life.

TW

I'm away from the forum for a month and return to find a subject in one of my areas of expertise! :) Though I am primarily a rifleman, I do own and regularly shoot a dozen or so handguns in various calibers including semi-autos in .22LR, 7.62x25mm, 9mm, 9mm Makarov, and .45ACP.

Most semi-autos carried for self defense are recoil operated; they need a solid support to recoil against. Blowback models such as the .22LR's and 9mm Makarovs need no such support.

So jamming is usually caused by one of the following (in roughly the following order):

1. Defective magazine (feed lips, follower, or spring)
2. Limp wristing
3. Faulty or improper recoil spring weight
4. Faulty ammo (poor quality or underpowered ammo)
5. Poor pistol cleaning and maintenance.

Nobody wants to admit to being a 'limp-wrister' but it happens pretty often. Make sure your grip is firm and your wrist is locked in place before pulling the trigger. Good shooting technique coupled with high quality ammo and a high quality, well maintained pistol gives the results we all desire.

As far as the CZ's go, my favorites are still the CZ75 and CZ97. :)

Is it called magazine or clip? I have heard both terminology used interchangeably. Which is the correct terminology for a 9mm pistol?

Think it's officially....

AZB said:

called the magazine [at least for a .45], though over many years military service, my experience was that we very often used the words clip and magazine interchangeably.

As for doing major damage close in, say a few feet, a common .22 [long rifle cartridge] is damned devastating...and is easier to carry/conceal. Otherwise the old standby .45 is a fine stopper as several folks point out.

For the real men in the crowd, however, the offbeat 10mm would be a caliber to consider....Colt may be making them for FBI, SS and others of that ilk. A defunct California company, Peregrine Arms, made some for Navy SEAL testing.

Best, P

PS - isn't this a bit over the top for a thread discussion -- or are there really that many hand guns floating around DR society? Suspect that Robert will pretty soon close it with his "yada yada yada" chop.

you guessed it Pasha...the thread is more pertinent than it should be in my opinion

Sad but true, there are many many handguns floating about the country. Truth be told, many people who lack sufficient food and shelter are consistently armed.

I am the proud owner of a Colt Delta Elite 10mm. Great gun. Great cartridge. the problem with the 10mm was that Colt did not work with the ammo companies in marketing the 10mm. SO when the gun came out it was hard to find any ammo. I use to hand load mine. The S&W came out with their .40 line and worked with Remington and Federal to make sure every store had the Ammo
in stock.
Of course it didn't help that Colt priced the gun at $650.00 when it came out in the early 80's and production of the gun was slower than molasses. It took a year before mine was delivered.

Are 10mm available in the DR?

Get a real gun!

I'm going to beat CCCCCCCrrissss to the punch: Stop messing about, get a real gun - - strap an Uzi to your ankle as backup and slip an RPG launcher in your waistband.
