Doesn't it depend on the source of the funds, not on the distribtor, or ATM?
When we get money using an ATM it's from US accounts. They all vary a little but basically the DR bank says 'She took out 5000 pesos. The the U.S. side takes that message and says, '5000 what? Oh! Pesos. Well let's see ... today that's US$110.10', and sends that to the dispenser, and debits our account in that amount in dollars. The calculation can't really be made on the ATM side.
Now if your account is dollar based but here on the island I could understand that though.
We had our ATM draws drop to as low as 34.6 over the Holidays. They have shot way up. 49:1 a few days ago, and I am sure today's are well into the 50's.
