I'm assuming that cedulas are only issued to Dominican citizens. I could be mistaken, but if this is correct, here is what the website of the DR law firm Russin, Vecchi and Heredia Bonetti says about becoming a citizen:
"Q: Who qualifies for citizenship?
A: In order to qualify for naturalization, the following conditions must be met:
Continuous residency for at least two years in the Dominican Republic;
Continuous residency for at least six months in the Dominican Republic, or either having established a business or being involved in the current operation of a business in the Dominican Republic, or owning real estate in the Dominican Republic;
Continuous residency for at least six months in the Dominican Republic and marriage to a Dominican at the time the application for naturalization is submitted;
An authorization from the Executive Power to establish domicile in the country, and within three months after obtaining said authorization, owning a piece of land under cultivation of at least 30 hectares in size;
Continuous residency in the country for six months and having performed technical or special services for the Armed Forces.
An authorization from the Executive Power to establish domicile in the country and to maintain said domicile for a period not less than six months.
Absence from the country due to a trip abroad for a period of less than one year and made with the intention of returning to the Dominican Republic will not be considered as breaking the continuity of residency in the country.
The spouse of an applicant for naturalization need not fulfill the residency requirements for naturalization if the applications are made jointly and the spouse is in the country at the time the applications are submitted. Children over eighteen years of age may obtain Dominican citizenship after one year of residency, if the application is made jointly with that of the mother. Unmarried children under eighteen years of age, if legitimate or recognized by the father, receive Dominican citizenship automatically upon the naturalization of the father. In this case, the child has the right to renounce his or her Dominican nationality within a year of reaching legal age (18 years of age)."
