I suggest that you visit a couple of post-secondary art schools and allow them to advise you as to the best approach for your nephew. They would know, I'm sure, of any prep schools at the high school level in Santo Domingo.
One school is on El Conde in the Zona Colonial (if I remember correctly, it's one block east of the park, and its entrance is located on the north side of El Conde
. I was delighted to visit this school and meet several teachers and students. Students are admitted free of tuition; they need only show promise by way of their portfolio. The building itself is huge and gracefully built with arches and wide hallways. Everywhere you'll find students working.
A prestigious international art school is located in La Romana. Here is a link:

If you are willing to take the time for a visit, and arrange a meeting with one of the faculty ahead of time, you will come away with a much better understanding of what is possible with respect to careers and specialties.
Of course the school in the Zona Colonial has none of the prestige of Altos de Chavon. But it might be interesting to take a look at both and hear what they each have to say about a boy your nephew's age and how best to guide his talent.
