Dominican Drivers license question

I know that you need to have your residency to get a Dominican drivers license, however, do you need to have your permanent residency, provisional, or simply your residency visa to be qualified to apply for one?

I have done plenty of searching to find the answer but cannot. At which point in the process can I get my license so I can stop taking these stinking taxis?
