Coming into town in the second week of October. I am looking for a villa or apartmen for a group of five people. Looking for a place with little restriction. I am on vacation, and I do not want to be told what I can or can't do in a place that I am paying for.

There are limitations in any place you rent.
Assuming you are talking about partying a fair bit and not tearing down the walls, the following hotels have less restrictions than most.
New Garden Hotel - Sosua

EL Canto Del Delfin Condominiums
