flying to samana/el portillo?

Anybody knows if the new airport in arroyo-samana is functional, and which of the local companies fly there from santo domingo. I am trying to get to el portillo on easter sunday, and air santo domingo that flies directly there, doesn't fly sundays. Any other suggestions for convenient alternatives would be appreciated.

I was told that I could take the Metro or Caribe tour buses to Nagua, and from ther take a cab. How much would a reasonable cab fare be to el portillo?
