Who get new cedula/ID-card?

My girlfriend in Puerto Plata has lost here old cedula, and it is imposible for her to get an new one, she tried 5 times, but the people said, she should come after the election, before the election it is imposible. She needs her new cedula very urgent because she wants to get a visa for coming to austria. Is there absolutly no way to get a new cedula now, when will she get her new one in 1 month, 2 month 6 month or 1 year....?

The most probable reason for waiting untill after the elections is to prevent any fraud. As for her need to have a cedula to get a visa, I don't know if there have been any changes, but as a rule the passport is required and not a cedula.
