Guarantee Letter for DR Residency Visa & Provisional Residency

Hi All,

I am planning to relocate to the DR.

I noticed that one of the requirements for the Residency Visa & Provisional Residency is a "Notarized letter of guarantee from a Dominican person or corporation or a permanent resident". Unfortunately I don't know any Dominican person or corporation or a permanent resident -is the Guarantee Letter 100% necessary and is there a way of obtaining it in my case?
