So I had to go today to the DR's consulate in Times Sq ( first time ever ) and I was bracing myself for "no se puede", red tape, delays, etc etc...I was SHOCKED - the staff was most helpful and friendly, they were eager to help and whole place seemed to be very well managed. My question is - ( for those of you who are long time residents in the DR ) - since Leonel came to power, have any of you sensed any efforts ( results ) to improve the red tape ( corruption ) in the DR ? I mean, if the Dominican staff in the NY consulate are so professional, why don't send a civil service manager for a year stint in NY for "on hands training" ? I know, I might sound naive yet for once I was most pleased - the service was better than any of the US consulates that I have experienced.
